Will photosynth provide API to support photo uploading, view generating, and get the result url? I think that would inspire more mash-up based on this cool technology

Yes the Slverlight viewer can be controlled from javascript using the JS Bridge in SL. I think the topic is more about the creation tools, an API to create synths without using the current desktop tool.
