There should be a story board option with highlights, it takes WAY too long to move individual highlights up and down.

As far as what you are requesting, though, are you thinking mainly of making it easier for people browsing a synth to access all the highlights or, instead, of making it easier when you are creating the highlights in the Photosynth editor?
Part of me thinks that you are simply using highlights for more of an image tagging system (which is not what the highlights were built for). For example, in this synth of yours, you have somewhere around 49 highlights: http://photosynth.net/view.aspx?cid=656595a8-4b31-4300-956b-eeb9bb22192a
I understand that when you have over 400 photos in a synth, that's really not that many tags compared to the number of images, but it's still more than the highlight system was meant for.
I don't think you're wrong to want to point out details in many of your images (in fact, I can think of many cases where I would want to have in the neighborhood of five image portions tagged per photo in the entire synth, but that's obviously system overload for the highlights. That just isn't what they were meant for.
I want to repeat that I don't think that what you want to do in showing off that many details in your synth is wrong. I just don't think that the highlights system is the way to do it. Unfortunately it's the closest thing we have at the moment.
I've spoken in previous related conversations to the effect that I would like to be able to tie people's comments on a synth to specific parts of specific images. We've had the ability since Photosynth launched to get a link to any zoom level of any photo in a synth by using the 'Share' links (and the highlights work very similarly).
I would love both Flickr's ability to allow people to tag particular portions of a photo and comment on it and also Facebook's ability to tag the people you know in photos both come to Photosynth and at that point it really does need to be something different than the current highlight system.
I understand that for giving people an in depth tour or telling a story in a synth, it is very frustrating to be so limited.
Hopefully http://www.digitalnarratives.net/ will be made available sometime in the near future.
If not, then perhaps the Read/Write World project http://bit.ly/readwriteworld will get their HTML5 photosynth viewer up and running by June of 2012 (just wishful thinking on my part - not anything officially announced and I'm only your fellow user, not part of the Photosynth team) which will mean that any other web developer will be able to much more easily modify the viewer to add new features or modify existing ones.
