This is a courtyard in the New Orleans Square section of Disneyland know as the "Court des Anges" or the "Court of Angels". The staircase leads up to a cast member only section of the park. Not only is it extremely beautiful and often decorated for the season, it's almost always quiet and empty, regardless of how many people are in the park.
